I've recently done (and am still doing) some work in, with and on Discourse for the public sector in Berlin. Discourse being (to my knowledge) one of the biggest open source Ruby on Rails codebases, it was quite an interesting challenge. I could talk about some things I learned on the way, what strategies payed off and maybe touch a bit on this "digital independence" topic for the public sector.
The core task of the project was to adapt an open source platform to the specific needs of an entity for the public sector, which is eventually a re-occurring topic in the future. So before writing any code, a big part of the project was also to a) find out what the customer needed and b) how the software can even be adapted in a maintainable way.
